Pedir o passaporte português para estrangeiros

A foreign national legally residing in Portugal can, in some cases, apply for a Portuguese passport.

You must apply by email, then go to a service desk to have your biometric data collected.

A passport for foreign nationals is not a right. The decision on whether to issue such a passport is made by the Institute of Registries and Notary (IRN).

The following foreign nationals legally residing in Portugal may apply for a Portuguese passport:

  • nationals of a country without an embassy or consulate in Portugal
  • stateless persons
  • persons who can prove that they are unable to obtain another passport.
